    Stage 1: AI-Curious

    At the AI-Curious stage, the organization is aware that AI exists and may have conversations about it in leadership meetings, but has taken no meaningful action. This is not necessarily a stage of ignorance. Many AI-Curious organizations are thoughtful and mission-driven, with leaders who have legitimate questions about whether AI aligns with their values, serves their populations well, or represents a responsible use of limited resources. The result is a cluster of individual AI users doing useful things while the organization as a whole fails to develop institutional capability.     Data quality also surfaces as a real barrier at this stage. The excitement of early pilots has faded; what remains is the slower, more important work of making AI sustainable.

    The AI Adoption Paradox: Why Most Organizations Plateau

    Research across the nonprofit sector consistently identifies a pattern that has been called the AI adoption paradox: organizations adopt AI extensively but achieve limited transformation.     The Path Forward Is Specific, Not General

    The most important insight from research on nonprofit AI maturity is that progress is not primarily a function of budget, technology access, or organizational size. It is a function of intentionality.
