Organization must spend less than 20% of funds on lobbying or political activities
Must not discriminate based on any protected characteristics
501(c)(4) organizations are not eligible for donated licenses (discounted pricing only)
Organizations based in Cuba, Syria, Iran, Sudan, North Korea, or Mainland China are not eligible
